Comrade Pham Van Lap, on behalf of the Presidium, presented the review report of the Party Executive Committee of the Department of Construction, term 2020-2025.
During the past term, the Party Committee has achieved a number of outstanding results in various fields of work, specifically as follows:
1. On the work of advising on drafting legal documents
During the 2020-2025 term, the Party Committee of the Department of Construction has focused on leading and directing the work of advising on the drafting of legal documents, promptly grasping and seriously implementing the Party's guidelines and resolutions, the State's policies and laws, and the directions of the Provincial Party Committee and the Provincial People's Committee on the work of building and perfecting the legal system in the fields of construction and transportation. Under the direct leadership of the Party Committee, the Department of Construction has presided over the drafting and submission to competent authorities for promulgation of 43 legal documents and has submitted to the Provincial People's Committee for consideration and promulgation of 02 documents, and is developing 02 documents. The work of reviewing and systematizing legal documents in the fields of state management is carried out regularly; promptly proposing the drafting of new ones, amending, supplementing, and replacing documents that are no longer suitable, meeting practical requirements; contributing to perfecting the legal corridor, improving the effectiveness and efficiency of state management, and serving well the socio-economic development tasks of the province.
2. Urban planning and development work
- Construction planning, urban planning: Review and make overall adjustments for 09 urban areas; approve tasks for 02 urban areas and 03 new urban areas. The coverage rate of urban subdivision planning of Buon Ma Thuot city is 74.15%, Buon Ho town is 27.98%. The average coverage rate of detailed urban planning (township) is 23.06%. For the general planning of commune construction, by June 2025, adjustments have been approved for 122/149 communes, reaching 81.88%.
- Regarding urban development: Advised the Provincial People's Committee, the Provincial Party Executive Committee, and the Provincial People's Committee to issue specialized Resolutions, Programs, plans, etc. to promptly direct and implement the urban classification plan in the province for the period up to 2025. Proposed the Provincial People's Committee to unify the policy of establishing urban classification projects and development programs for each urban area (according to the requirements of the District People's Committee). Coordinated with the Department of Home Affairs to complete the establishment of Pong Drang town, Krong Buk district. The urbanization rate of the whole province reached about 35.59%.
3. Urban development and technical infrastructure work
- Developing transport infrastructure: Coordinated with relevant agencies and units to plan the road network in the province with 04 expressways, 07 national highways; the provincial road system includes about 26 routes (1,103km), district roads 1,825km, commune roads 3,580km; planned 02 routes on the Krong Ana River and 02 routes on the Krong No River, total length 99km; planned the Central Highlands railway (Da Nang - Kon Tum - Gia Lai - Dak Lak - Dak Nong - Binh Phuoc) with a length of 550km.
The infrastructure system is gradually synchronized with many important projects such as: Khanh Hoa - Buon Ma Thuot Expressway Phase 1; Ho Chi Minh Road Project, East bypass of Buon Ma Thuot City; Truong Son East Road, provincial road renovation and upgrading projects, etc. The rate of asphalt and concrete on local roads is also gradually increased: Provincial roads from 96.01% (in 2020) to 98.18% (in 2024); district roads from 91.57% (in 2020) to 92.98% (in 2024); commune roads from 64.96% (in 2020) to 84.51% (in 2024).
- Regarding road management and maintenance: Management, regular maintenance, scheduled repairs, emergency repairs and flood recovery on 03 national highways, 12 provincial roads and Border Patrol roads are always given attention and focus, ensuring smooth traffic, avoiding traffic jams, contributing to socio-economic development, national defense and security in the region.
4. Construction management
A total of 498 project dossiers using state budget capital were appraised (197 feasibility study reports and 296 technical economic reports), 514 construction design dossiers implemented after the basic design from non-budgetary capital sources and other capital sources were also appraised; The total investment capital appraised from public investment capital reached 12,953.60 billion VND, other sources were 19,774.71 billion VND. In addition, 165 construction permits were granted.
5. Construction inspector
The work of receiving citizens, handling petitions, complaints, denunciations, recommendations and reflections was carried out in accordance with regulations; 184 petitions/143 cases were received, of which 113 were eligible for processing. In the construction inspection work, 11 inspection teams were organized with a total financial settlement amount of nearly 10 billion VND. Construction order was checked at 230 works, 45 works were found to be in violation, and more than 1.2 billion VND was fined. In the field of traffic, a total of 77 inspections and checks were conducted and 140 penalty records were drawn up, with a total amount of nearly 900 million VND; badges were revoked in 78 cases, the transport business license was revoked for a limited period in 01 case, driver training enrollment was suspended for a limited period in 01 case, and the indefinite revocation of the transport business license was recommended for 03 cases. In addition, vehicle load control handled 674 violations, fined over 5.6 billion VND and revoked 207 driving licenses. Road safety corridor protection work was also strengthened, handling 450 violations. At the same time, 53 driving test supervision sessions were organized, ensuring seriousness and objectivity.
6. Construction materials management
Advised the Provincial People's Committee to promulgate and effectively implement the Strategy for developing construction materials in Dak Lak province; Plan to terminate operations of burnt clay brick production facilities with outdated technology, economic inefficiency, causing environmental pollution; increase production and use of unburnt construction materials to replace burnt clay bricks in Dak Lak province; Advised the Provincial People's Committee to establish an interdisciplinary inspection team according to Decision No. 851/QD-UBND dated May 10, 2023 to supervise production, business activities, and price listing of construction materials for the Khanh Hoa - Buon Ma Thuot Expressway Project; In addition, the Department of Construction has established inspection teams to ensure compliance with the law on product quality and environmental protection according to regulations. The work of announcing material prices, labor unit prices, and machine shifts is carried out regularly; data is updated into the system of the Ministry of Construction. Besides, the work of industry statistics and announcement of conformity of common construction materials (46 records) is also ensured on schedule and according to regulations.
7. On housing management and real estate market
Coordinated with the consulting unit to develop the Housing Development Program of Dak Lak province for the period 2021-2030, submitted to the Provincial People's Council for approval in Resolution No. 16/NQ-HDND dated July 14, 2023, approved by the Provincial People's Committee in Decision No. 1817/QD-UBND dated September 20, 2023. At the same time, submitted to the Provincial People's Committee to promulgate the Provincial Housing Development Plan for the period 2021-2025 and 2024 in Decision No. 703/QD-UBND dated March 5, 2024.
At the same time, he directed the Provincial People's Committee to advise on implementing many important contents: Project "Investing in the construction of at least 1 million social housing apartments for low-income people and industrial park workers in the period of 2021-2030"; Plan to implement Directive No. 34-CT/TW of the Secretariat on social housing development in the new situation; Approving the plan to select contractors for construction projects, management and use of information systems on housing and real estate market in Decision No. 464/QD-UBND dated February 22, 2022; implementing the Project to support people with meritorious services to the revolution, relatives of martyrs to build new or renovate and repair houses according to Decree No. 131/2021/ND-CP of the Government and Decision No. 21/2024/QD-TTg of the Prime Minister, with an implementation plan in 2025; Implement the Program to support poor and near-poor households to eliminate temporary and dilapidated houses according to the Prime Minister's Official Dispatch No. 102/CD-TTg, which introduced typical housing models to localities to support the elimination of temporary and dilapidated houses. As of April 2025, support has been provided to 3,014/4,130 households.
Real Estate Brokerage Certificate Issuance: 942 certificates were issued in 2022 and 46 more certificates will be issued in the first phase of 2024.
8. State management of construction quality
State management of construction quality: Announced acceptance of test results for 647 dossiers, refused acceptance of 104 dossiers, confirmed completion for 96 projects and issued certificates of eligibility for specialized construction testing activities for 9 dossiers.
The management of construction capacity conditions of organizations and individuals is also focused on. For individuals, 2,646 examination registration dossiers with 4,384 tests were received, of which 3,512 tests met the requirements; Construction practice certificates were granted to 1,933 dossiers (781 grade 2 dossiers, 1,152 grade 3 dossiers) and 29 architectural practice certificates. For organizations, capacity certificates were considered for 1,336 dossiers (127 grade 2 organizations, 1,209 grade 3 organizations). In 2024, the Department conducted an inspection of the operational capacity of 50 organizations with construction capacity certificates in the province and issued Conclusion No. 3753/KL-SXD dated December 31, 2024.
9. Transport management
In the province, there are 143 freight and passenger transport businesses with a total of 9,708 vehicles; there are 11 taxi passenger transport businesses with 1,237 vehicles and 06 public passenger transport businesses by bus with 84 vehicles, operating 16 routes (13 domestic routes, 03 inter-provincial routes); there are 14 bus stations built in the form of socialization. From May 27, 2020 to April 15, 2025, 120 car transport business licenses, 15,745 transport business vehicle badges, 887 Cambodia - Laos - Vietnam inter-transit licenses and 209 Vietnam - Laos inter-transit licenses were issued and re-issued. Based on data from journey monitoring devices, 27 decisions were issued to revoke badges for 1,662 vehicles violating speed limits 5 times or more per 1,000 km per month according to regulations.
Regarding road motor vehicle inspection, the province has 06 socialized inspection centers; From December 15, 2019 to April 14, 2025, 555,953 vehicles were inspected, of which 464,301 vehicles met technical safety standards (accounting for 84%) and 91,652 vehicles failed. The province currently has 13 driving training facilities, 04 testing centers and 07 A1 motorcycle testing points with automatic scoring equipment installed in the districts; From May 27, 2020 to April 15, 2025, 207,365 new driving licenses were issued, 140,908 licenses were exchanged and reissued; Issued and reissued 1,319 driving practice licenses, 222 driving practice instructor certificates and 05 reissued certificates. Regarding the management of registration and issuance of license plates for specialized motorbikes, from May 27, 2020 to December 31, 2024, 435 new vehicles were issued, 44 vehicles were transferred and 14 vehicles were moved. The inland waterway transport sector in the province is still limited due to the terrain with many rapids; there are currently 114 inland waterway vehicles under management.
1.0. Administrative reform; prevention and fight against corruption, waste and negativity
Led and directed the development and promulgation of the Department of Construction's Administrative Reform Plan for the 2021-2025 period, with a vision to 2030. The review and assessment of administrative procedures were carried out seriously and in accordance with regulations, with 150 procedures reviewed (including 140 procedures under the authority of the Department and 10 procedures under the district People's Committee). 100% of administrative procedures under the authority of the Department have been updated, announced and fully publicized, ensuring transparency and convenience for organizations and individuals. From 2020 to April 2025, the Department received 8,267 dossiers and processed and returned results for 8,214 dossiers, the remaining 53 dossiers are within the processing period.
The application of information technology in management and operation is promoted through the iDesk and iGate systems, contributing to saving time, paperwork and improving work quality. In the period 2020-2024, the Department has reviewed and recognized 112 initiatives and solutions with high practical value.
In leading the work of preventing and combating corruption and negativity, the Party Committee of the Department always identifies this as a key and regular task; the Party Committee has led and directed the development and issuance of documents and plans to implement the work of preventing and combating corruption and negativity, practicing thrift and fighting waste; providing guidance on declaration, transparency of assets and income and the form and implementation plan to each department and division. Inspection and supervision work has been strengthened, combined with strict implementation of asset and income declaration according to regulations. In addition, propaganda and education on preventing and combating corruption and negativity have also been promoted, contributing to building a sense of responsibility and public service ethics for cadres, civil servants, public employees and workers.
11. Party building and organization work
The Party Committee has closely coordinated with the Department's leaders to seriously implement the Party and State's policies and the Provincial Party Committee's and Provincial People's Committee's directions on streamlining the apparatus in a streamlined, effective and efficient manner. On the basis of fully grasping documents such as Resolution 6 of the 12th Central Committee, instructions of the Provincial Party Committee's Organization Board and Provincial People's Committee, the Party Committee has led the development and implementation of a plan to reorganize specialized departments and public service units in the direction of rationalizing functions and tasks, avoiding overlap. In 2025, a number of departments with similar functions were merged, and the names and functions of specialized departments were adjusted to better suit practical requirements. At the same time, the Party Committee directed the review, supplementation and completion of the working regulations of the Party Committee, the Department of Construction and the Inspection People's Committee, ensuring the principle of democratic centralism, clearly defining the authority and responsibility between management levels. The subordinate Party cells have been guided to develop appropriate work programs, thereby enhancing proactiveness and effectiveness in internal coordination, maintaining solidarity and unity throughout the agency.
In personnel work, the Party Committee has actively and responsibly participated in all stages from planning, evaluating and recommending personnel, to appointing, transferring, transferring, rewarding and disciplining cadres. The work of discovering, training and fostering young cadres, female cadres and potential cadres has been focused on, with cadres, party members and civil servants being sent to political and professional training courses appropriate to their positions and long-term development orientation.
In addition, the Party Committee has promptly prepared reports and proposed that the direct superior Party Committee consider and decide on many important contents regarding organization and staff, such as: Decision No. 1920-QD/TU dated August 30, 2024 on the planning of the position of Deputy Director of the Department of Transport for the 2026-2031 term; Decision No. 1233-QD/TU dated April 12, 2023 and Decision No. 1694-QD/TU dated March 8, 2024 on approving and supplementing the planning of staff positions under the management of the Provincial Party Committee Standing Committee; Decision No. 424/QD-UBND dated February 25, 2025 on the organizational structure and apparatus of the Department of Construction after merging with the Department of Transport according to Project No. 1320/DA dated February 13, 2025.
During the 2020-2025 term, the Party Committee of the Department of Construction admitted 26 party members (the Party Committee of the Department of Transport admitted 12 party members, the Party Committee of the Department of Construction (old) admitted 14 party members).

1. Every year, 100% of leaders, cadres, party members and the masses successfully complete the political tasks of the agency.
2. Strive to ensure that 100% of Party members and 85% of the masses participate in studying and thoroughly grasping the Party's directives and resolutions and the State's legal policies under the direction of superiors.
3. Strive annually, through analysis and evaluation of party member quality, for 90% of party members to complete their tasks well, of which 15% of party members complete their tasks excellently, with no party members violating their qualifications.
4. Strive to develop 10 or more new party members during the term.
5. Annually, conduct specialized inspections and supervision of 2 Party cells, inspect Party members who comply with over 50%, and regularly supervise 100% of Party cells and 100% of Party members according to the Party Charter.
6. Every year, 90% of cadres and party members do well in studying and following Ho Chi Minh's moral example in the spirit of Directive No. 05 of the Politburo; build at least 01 collective example and 01 typical advanced individual.
7. The agency's leaders annually complete assigned tasks well; the agency meets standards in culture, security and order; and mass organizations achieve the category of completing tasks well or better.
8. Strive to build a Party organization that achieves the level of completing its annual tasks well or better.
