Strengthening the work of ensuring traffic safety and security on the occasion of National Day September 2, 2025

Implementing Official Dispatch No. 145/CD-TTg dated August 24, 2025 of the Prime Minister; Official Dispatch No. 03175/UBND-NC dated August 27, 2025 of the Dak Lak Provincial People's Committee on strengthening the work of ensuring safety, security, order, environmental sanitation and health on the occasion of National Day September 2, 2025; Official Dispatch No. 4108/CDBVN-TCGT dated August 19, 2025 on ensuring traffic order and safety on National Day September 2, 2025 and the Opening Ceremony of the 2025-2026 school year.

The National Day holiday on September 2, 2025 will last for 4 days (from August 30, 2025 to September 2, 2025). It is expected that the traffic volume on the road will increase. In order to improve the efficiency of ensuring security, order and traffic safety for road transport business activities and better serve the travel needs of the people, the Department of Construction requests that car transport business units; Bus Station management and operation units in the province coordinate to deploy and implement the following contents:

Organize regular on-call duty to ensure flexible, effective and timely handling of situations that cause traffic disorder and insecurity, especially complex problems that arise.

Propaganda to all cadres and employees at the unit to respond to the Prime Minister's call to join hands to strictly implement legal regulations on traffic safety, fire prevention, hygiene, environment, ensuring security and order in the whole area during the National Independence Day.

1. Automobile transportation business units:

- Strictly comply with the provisions of law on order and road traffic safety and business conditions for transporting goods and passengers by car; maintain close monitoring and supervision of compliance with regulations on driving time and speed; absolutely do not compete for passengers, do not carry more than the allowed number of people, do not stop to pick up or drop off passengers in violation of regulations; absolutely prohibit acts of arbitrarily renovating or changing the structure, size of the vehicle's walls and trunk, causing traffic insecurity and transporting goods that exceed the prescribed weight;

- Have a plan to arrange enough vehicles, drivers, and service staff on the vehicle; develop a backup plan or increase vehicles and traffic safety work to meet transportation needs; always ensure good technical condition of the vehicle, absolutely do not let vehicles that do not ensure technical safety participate in traffic; thoroughly educate and disseminate to drivers and service staff on the vehicle to comply with regulations on continuous driving time and driving time during the day, absolutely do not drive the vehicle when there is alcohol concentration in the blood and breath; maintain operation, fully, accurately and promptly transmit data from journey monitoring devices, from cameras (for vehicles subject to installation) according to regulations; At the same time, arrange personnel, strengthen monitoring work, use data transmitted from journey monitoring devices, from cameras on the unit's vehicles to manage, promptly remind, and correct violations that cause traffic safety problems of drivers, service staff on vehicles or third parties;

- Do not operate vehicles that do not meet technical safety requirements, vehicles that have expired, vehicles that have passed the technical safety and environmental protection inspection deadline, or vehicles that lack rescue equipment for passengers under any circumstances; Regularly remind drivers, vehicle operators and service staff on vehicles to strictly comply with legal regulations on ensuring traffic safety and order, fire and explosion prevention on vehicles used for transport business;

- Do not increase fares or if so, must comply with measures to stabilize transport fares according to the direction of the Government and relevant ministries and branches; Have priority and incentives for people in difficult circumstances, policy families, and the disabled such as: ticket prices, seats, departure and arrival times and other accompanying services;

- Thoroughly educate drivers to comply with road traffic rules and regulations of the Law on Road Traffic Safety and other relevant regulations when participating in traffic; Disseminate and thoroughly educate drivers and vehicle service staff about awareness, awareness, always be vigilant, take precautions, and identify potential risks in the work of preventing and combating terrorism, trade fraud, smuggling, transporting prohibited goods, dangerous goods, etc. before, during and after the transportation process;

- Timely report and inform the authorities and functional forces when detecting vehicles operating under the guise of "fixed routes", "illegal buses, illegal stations", "combined buses, and convenient buses" causing disorder in traffic safety in the area so that timely measures can be taken to prevent and handle them.

2. Bus Station management and operation units:

- Maintain stability of fees, charges, and service prices to create conditions for business units to operate stably, well serving people's travel needs;

- Develop and organize a passenger transport service plan, including specific functions and tasks for each relevant unit, department and individual; have a plan or coordinate with competent authorities to mobilize passenger transport vehicles when necessary;

- Organize and assign specific tasks to arrange staff at the bus station to guide, support, and prioritize passengers entering and leaving the station to conveniently buy tickets and use other services at the station; promote online and telephone ticket sales and bookings; publicly post ticket prices and transportation services; facilitate people who need to buy tickets while taking measures to prevent ticket speculation and trading, and prevent illegal ticket price increases that disrupt order, security, and social safety;

- Strictly implement regulations on procedures for vehicles entering and leaving the station; thoroughly instruct staff to increase inspection of technical safety conditions of vehicles and conditions of vehicle drivers before confirming the transport order for vehicles to leave the station according to regulations;

- Renovate the operating house, parking area, and waiting room to ensure ventilation and enough space for waiting or resting; clean and safe environment; do not charge cleaning fees at the station; require service counters in the bus station to commit not to increase service prices and always improve food hygiene and safety;

- Strengthen the organization of propaganda and dissemination to drivers, service staff on vehicles and people about the service plan; at the same time, warn and recommend strict handling of violations; promptly check and prevent cases of passengers carrying flammable and explosive substances, prohibited goods and luggage on vehicles; coordinate with functional forces to handle violations if violations are detected;

- Actively coordinate closely with functional forces such as: Police, Traffic Police, local authorities in ensuring traffic order and safety. Develop plans to handle unsafe situations, in fire prevention and fighting, traffic safety at bus stations;

- Implement the written reporting regime  (before 10:00 a.m. every day ) on the security situation, traffic order and safety within the scope of management (if any) and send it to the Department of Construction, address: 05-07 Dong Khoi, Tan An ward, Dak Lak province for synthesis and reporting to the Provincial People's Committee in accordance with regulations.
