Attending the meeting were the Department of Science, Technology, Environment and Construction Materials; the Departments: State Appraisal of Construction Quality, Economics - Construction Investment Management, Construction Infrastructure, Vietnam Roads, Vietnam Railways, Vietnam Aviation, Vietnam Register, Vietnam Maritime and Waterways; the Institutes: Construction Science and Technology, Transport Science and Technology, National Urban and Rural Planning, National Architecture; Vietnam Association for Construction Environment; Earthquake Information and Tsunami Warning Center (Institute of Earth Sciences); Center for Meteorology and Climate Research (Institute of Meteorology, Hydrology and Climate Change).
At the meeting, the leaders of the Department of Science, Technology, Environment and Construction Materials reported on the current status and plan to complete the system of national technical standards and regulations in the fields under the state management of the Ministry of Construction (after the merger). Accordingly, currently nationwide there are 14 QCVN in the construction field; 117 QCVN in the transportation field; 1,064 TCVNs on construction and 487 TCVNs on transportation.

Implementing the Decisions of the Minister of Construction (before the merger), the current QCVN system in the construction sector has been adjusted and is being further improved for promulgation. Meanwhile, the national standards system under the state management of the Ministry of Construction includes 1,451 current TCVNs, including 1,064 TCVNs in the construction sector and 487 TCVNs in the transport sector.
Regarding the implementation plan in 2025, the leader of the Department of Science, Technology, Environment and Construction Materials said that the Ministry of Construction will focus on completing and promulgating the National Technical Regulation on Civil Works; Reviewing and amending the National Technical Regulation QCVN 07:2023/BXD on technical infrastructure systems. This QCVN on technical infrastructure systems will be promulgated in 2025.

At the same time, the Ministry of Construction assigned the task of reviewing and amending: QCVN 02:2022/BXD on natural conditions data used in construction (to promptly promulgate in accordance with the current context of local mergers) and QCVN 06:2022/BXD on Fire safety for houses and constructions (with Amendment 1:2023 QCVN 06:2022/BXD) to meet the provisions of Law No. 55/2024/QH15 on Fire Prevention, Fighting and Rescue, which has just been passed by the National Assembly (will take effect from July 1, 2025); It is expected to abolish QCVN 17:2018/BXD on Outdoor Advertising Media.
The Ministry of Construction also focuses on reviewing, revising and promulgating specialized railway and road QCVNs, including: National technical regulations on train tail signal equipment; Amendment of QCVN 87:2015/BGTVT on locomotive and wagon bogies; replacement of QCVN 104:2019/BGTVT on Automatic warning level crossing protection equipment system; National technical regulations on level 4 emissions for newly manufactured, assembled and imported two-wheeled motorbikes and two-wheeled motorbikes.
In addition, the Ministry of Construction continues to complete the QCVNs on transportation as planned, expected to be issued in 2026, including: Amendment of QCVN 89:2015/BGTVT on Facilities for building, converting, repairing and restoring inland waterway vehicles; National technical regulations on Engines used for electric motorcycles, electric motorbikes and electric bicycles; National technical regulations on Batteries used for electric motorcycles, electric motorbikes and electric bicycles; National technical regulations on Facilities and training equipment of training facilities for maritime crew members; National technical regulations on Classification and technical supervision of marine pipeline systems (Replacing QCVN 69:2014/BGTVT); continue to review and complete national technical regulations in the field of transportation (if necessary) to suit the state management practices of the Ministry of Construction in the following years.
Regarding the TCVN system, in 2025, the Ministry of Construction will develop and promulgate 163 TCVNs in the field of civil and industrial construction, and 57 TCVNs in the field of transportation. In the period of 2026 - 2030, the Ministry of Construction plans to review 544 TCVNs and compile 1,251 new TCVNs in different fields. In addition, there are currently 126 TCCSs being applied in practice in the field of transportation (TCCSs no longer exist in the construction field).
At the meeting, leaders of units under the Ministry expressed their opinions to clarify the current status of the national standards and regulations system in the construction industry and proposed additional specific tasks.
Concluding the meeting, Deputy Minister Pham Minh Ha assigned the Department of Science, Technology, Environment and Construction Materials as the focal point, coordinating with units under the Ministry to continue reviewing, completing and synthesizing QCVN, TCVN, TCCS of the Construction and Transport sectors to report to the Ministry's leaders before April 30, 2025; reviewing and updating organizations and individuals who meet the standards and conditions to participate in developing technical regulations and standards of the sector; having documents from the Ministry to guide, urge, rectify, remove obstacles and problems related to the application of foreign standards and the organization of implementation of these standards; proposing a plan to develop new, amend and complete technical regulations and standards in 2025 and 2026.
In addition, coordinate with the Information Technology Center to build a database to manage the system of regulations and standards of the industry on the Ministry's Electronic Information Portal; coordinate with the Department of Planning and Finance to review regulations, procedures and arrange funding sources to perform the above tasks, in which priority is given to urgent national technical regulations such as QCVN 01:2021/BXD, QCVN 02:2022/BXD, QCVN 06:2022/BXD, Amendment 1:2023 QCVN 06:2022/BXD) and other urgent standards; review and propose tasks that need to be researched with units outside the Ministry such as the Institute of Earth Sciences, the Institute of Meteorology, Hydrology and Climate Change, especially QCVN 02:2022/BXD, update contents related to earthquakes, lightning, and administrative place names.
For units under the Ministry, Deputy Minister Pham Minh Ha requested to review and complete the list of QCVN, TCVN, especially to properly implement the tasks in the plan for developing regulations and standards in 2025 approved by the Ministry of Construction; report to the Ministry before April 30, 2025 (through the Department of Science, Technology, Environment and Construction Materials); review the list of basic standards; propose a roadmap to convert necessary basic standards to upgrade to national standards.
