Announcement of the Conclusion of Minister Nguyen Thanh Nghi at the Digital Transformation Conference of the Construction Industry

On  August 27 2024, at the headquarters of the Ministry of Construction, Minister Nguyen Thanh Nghi chaired the  Digital Transformation Conference of the Construction Industry.  Attending the Conference at the Ministry of Construction's bridge  were comrades:  Nguyen Manh Hung - Member of the Party Central Committee, Minister of Information and Communications, Vice Chairman of the National Committee on Digital Transformation,  Deputy Minister Nguyen Van  Sinh, Deputy Minister Bui Xuan Dung ; representatives of the Government Office, representatives  of the Ministry of Public Security, representatives of the leaders of the  Hanoi  Department of Construction , the Hanoi Department of Planning  and Architecture ; leaders of agencies and units  under the Ministry  representatives of the Viettel Military Industry and Telecommunications Group and  representatives of the Vietnam Posts and Telecommunications Group VNPT . Attending the Conference at the local bridge were leaders of the Department of Construction of provinces and centrally run cities, the Department of Planning and Architecture of Ho Chi Minh City . After listening to the opinions and discussions of the delegates attending the Conference, and the speech of the Minister  of  Information  and Communications , Minister Nguyen Thanh Nghi concluded as follows: 

The construction industry is a large economic sector, playing an important role in the cause of socio-economic development, industrialization and modernization of the country. Implementing digital transformation and digitization of the construction industry well will create new growth momentum for the construction industry and thereby promote economic development. Implementing digital transformation, in recent times, the construction industry has basically achieved a number of important results such as focusing on perfecting institutions; promoting administrative reform; upgrading information technology infrastructure to ensure connectivity requirements; creating and building specialized databases; implementing the provision of online public services to people and businesses; planning, building, managing and providing smart urban utilities.

However, through review and re-evaluation, the digital transformation work in the Construction industry still has some shortcomings and limitations, such as: the specialized human resources for digital transformation are still lacking, especially human resources with professional qualifications in the field of ensuring information safety and security; some tasks on digital transformation and construction and development of smart cities are still slow to progress, not meeting the requirements; digital infrastructure capacity is only partially met; the legal corridor serving digital transformation is still in the process of completion.

Based on the recognition of the above-mentioned shortcomings, limitations and difficulties, the Minister of Construction requested the heads of agencies and units under the Ministry of Construction, and state management agencies of the construction sector in localities to study and implement a number of key tasks as follows:

1. On leadership and direction

 Thoroughly grasp, disseminate and propagate to raise awareness and raise responsibility, especially for leaders of agencies and units on digital transformation work, on the guidelines, policies and guidelines of the Party and Government; the directions of the Government, the Prime Minister, the National Committee on Digital Transformation, the Government's Project 06 Working Group, etc., concretize them into action plans, programs and propose to implement the tasks of digital transformation of each agency and unit in a practical manner, bringing about practical results in improving management capacity, increasing labor productivity, and providing convenient public services for people and businesses in handling administrative procedures.

2. On institutional improvement work

Units in charge of drafting legal documents continue to review, propose to build, amend and perfect institutions to ensure that specialized legal regulations on Construction are completed to create favorable conditions for digital transformation to serve management and operation and modernize administrative procedure settlement. As a basis for gradually building a digital government, managing and operating based on digital data. 

3. On digital data development

- Units under the Ministry promote the digitization of information and data in the field of state management of the Construction sector; build specialized databases to serve the management and direction in the fields of the sector such as construction investment management, planning - architecture, urban development, technical infrastructure, construction materials, housing and real estate market, technical economic norms, specialized technical standards and regulations. Local Departments of Construction, Hanoi Department of Planning and Architecture, Ho Chi Minh City Department of Planning and Architecture participate in promoting the digitization of decentralized data according to regulations, promote the sharing and synchronization of data deployed by the Ministry of Construction from central to local levels to ensure that data must be "correct, sufficient, clean, and alive" as required by Project 06 of the Government.

- Urgently deploy the construction of the National Information System and database on construction activities. The goal is to create complete data on construction activities nationwide, creating fundamental changes in the way of collecting data, managing, exploiting, and operating the information system and database; supporting the settlement of administrative procedures in the construction sector.

4. Building a shared digital platform

- The Information Center, the Institute of Construction Economics and related units under the Ministry will soon complete the deployment and put into use digital technology platforms such as virtual assistants, BIM, GIS and other applications in data processing to better serve the state management of the Construction sector as well as serve people and businesses.

- Local construction agencies propose to apply digital platforms and technologies in performing construction planning tasks, construction management according to planning, construction licensing and handling administrative procedures to serve people and businesses.

5. About human resources

 The Department of Personnel Organization coordinates with the Information Center to supplement human resources and research a suitable organizational model for the specialized unit in digital transformation of the Ministry of Construction to carry out tasks and meet requirements. Develop a training plan to improve digital transformation skills, ensure network information security, and human resources to operate and manage digital platforms for the Construction industry.

6. On ensuring digital infrastructure and ensuring network information security

Assign the Information Center - Ministry of Construction to propose an investment plan to build information technology infrastructure and digital transformation. Gradually upgrade the Ministry of Construction Data Center to meet the Government's requirements, ensure integrated connection to the National Data Center; build specialized databases, upgrade the data sharing platform.

7. On modernizing administrative procedure  reform 

Units  participating in handling  administrative procedures proactively and actively review and propose amendments to the provisions of the Construction sector's laws in the direction of increasing decentralization; focusing on cutting and simplifying administrative procedures, reducing citizen paperwork and compliance costs when carrying out administrative procedures, perfecting electronic processes for processing and resolving online records throughout the process, promoting and fully exploiting the results of Project 06 on  developing applications of population data, electronic identification and authentication. Localities have specific incentive mechanisms and policies to encourage people and businesses to perform online public services.

8.  Promote scientific research, promote innovative thinking throughout the construction industry; apply new technology, artificial intelligence, and apply scientific research results to practical activities of the construction industry, thereby improving the efficiency of management, operation, production and business activities of the construction industry.

9. The Information Center - Ministry of Construction urgently completes and submits for signing and promulgation the Digital Transformation Project for the Construction Industry in September 2024; coordinates with functional units under the Ministry of Information and Communications to deploy artificial intelligence (AI )  applications according to the comments of the Minister of Information and Communications to serve the state management of the Construction Industry.

Units under the Ministry, local Departments of Construction, Hanoi Department of Planning and Architecture and Ho Chi Minh City Department of Planning and Architecture must consider digital transformation as a key task of the current and upcoming period to meet the development trend; carry out digital transformation with practical actions and high determination. During the implementation process, if there are any difficulties or problems, please provide feedback to the Ministry of Construction for timely guidance and resolution.
