ASSIGNMENT OF DUTIES TO THE LEADERS OF THE DEPARTMENT OF CONSTRUCTION

(According to Decision No. 222/QD-SXD dated September 17, 2025
of the Department of Construction of Dak Lak province)

    

I. Principles of assignment and working relationship between the Director and Deputy Directors

1.  The Department of Construction operates under the Head regime, ensuring the principles of concentration, democracy,  "clear people, clear work, clear areas, clear fields, clear responsibilities, avoiding overlap".  All activities of the Department must comply with the provisions of law and the Working Regulations of the Department.

2. The Director fully performs the duties and powers as prescribed by law, is responsible before the law and superiors for all activities of the Department of Construction.

3. The Deputy Director assists the Director in charge of a number of work areas or is authorized to handle work in a number of areas under the direction of the Director and is responsible to the Director and before the law for the assigned work areas ; at the same time, is jointly responsible with the Director for the work efficiency of the Department before superiors. 

4. In the areas assigned and authorized by the Director, the Deputy Director directly directs, manages, and organizes the implementation of assigned tasks; promptly reports and asks for the Director's opinion on important issues beyond his/her authority.

5. Within the scope of assigned fields, the Deputy Director has the responsibility and authority on behalf of the Director to:

a) Direct agencies and units to develop documents, programs, projects, topics and legal documents to report to the Director for consideration and promulgation according to authority or submit to competent authorities for promulgation.

b) Regularly monitor and direct the handling of specific issues under the responsibility and authority of the Department Director. Direct, inspect and urge the implementation of policies, laws and tasks of agencies and units under his/her charge. Responsible for monitoring and directing localities to implement regulations related to state management.

c) Take the lead in handling issues that require coordination with relevant departments, branches, localities, and organizations and individuals; handle opinions and recommendations from departments, branches, and localities under the Director's authority within the assigned scope.

d) Monitor, direct, and handle internal affairs of assigned agencies and units.

d) Provide opinions to the Director on organizational structure, personnel and related work to promote collective intelligence to achieve the highest efficiency in performing the Department's tasks.

e) Sign on behalf of the Director documents in the field assigned or authorized by the Director and be responsible to the Director for the documents signed by him/her, except in cases where the documents must be signed by the Director according to the provisions of law or the request of the Provincial People's Committee.

g) Perform other tasks assigned by the Provincial Party Committee, Provincial People's Committee, Chairman of the Provincial People's Committee, and Director. During the meeting, report on the results of the task implementation for the Director to monitor.

h) Authorized by the Department Director to speak on behalf of the Department Director on matters within the assigned field.

i) Monitor and direct professional inspection work according to assigned areas of responsibility.

k) Perform other tasks assigned by the Department Director.

6. When the Director is absent, authorize one Deputy Director of the Department to manage the general work of the Department.

7. In case of necessity or when the Deputy Director is absent, the Director shall directly handle the work assigned to the Deputy Director or assign another Deputy Director to handle.

8. Be a member of the Steering Committees and Advisory Councils of the Province in the assigned tasks and fields; participate in monthly citizen receptions organized by the Provincial Party Committee, Provincial People's Council, and Provincial People's Committee when assigned by the Department Director.

II.  Assign specific tasks to the Director and Deputy Directors

1. Mr.  Cao Dinh Huy -  Director of the Department

- Lead, direct and comprehensively manage all aspects of the Department of Construction according to the functions and tasks assigned by the Provincial People's Committee and the Ministry of Construction. Be responsible to the Provincial Party Committee, People's Council, Provincial People's Committee, Ministry of Construction, Chairman of the Provincial People's Committee and before the law for all activities of the Department. Account holder of the agency.

- Directly in charge of personnel organization; internal political protection; emulation - reward and discipline of civil servants and public employees; Strategy, program and plan for industry development; issues related to industry management policies and mechanisms; general construction planning; investment policies; Bidding plans.

- Head of the Steering Committee for implementing the Department's Democratic Regulations; spokesperson of the Department; Concurrently holding the position of Deputy Head of the Provincial Traffic Safety Committee.

- Directly monitor and direct  the implementation of the contents under the functions and tasks of the  Financial Planning Department (except for tasks assigned to the Deputy Directors of the Department) and the Construction Management Department.

- In charge of Financial Planning Department and Construction Management Department.

- Monitor and direct localities to perform tasks in the field of state management of the construction industry:  According to the attached list of assigned areas.

- Perform other tasks assigned by the Provincial People's Committee and Chairman of the Provincial People's Committee.

2. Mr. Le Cong Du - Deputy Director of the Department

Assist the Department Director  in general  management, leadership, direction and operation  ; be responsible to the Department Director and before the law for assigned areas :

-  Authorized by the Department Director to manage the agency's operations when the Department Director is absent ; second account holder of the Department.

- Head of the Department's Website Editorial Board; Monitor and direct the maintenance of the Quality Management System according to national standard TCVN ISO 9001:2015 ;

 - Monitor, manage and sign procedures related to  provincial road maintenance  projects and works  in the former Dak Lak province (except for the decision to approve bidding plans and payment procedures managed by the Department Director).

-  Directly monitor and direct the implementation of the contents under the functions and tasks of the Department Office  ( except for the tasks  in charge of the Director of  S )  and the Department of Economics and Construction Materials. 

- In charge of the Department Office and  the Department  of Economics and Construction Materials. 

- Monitor and direct localities to perform tasks in the field of state management of the construction industry :  According to the attached list of assigned areas.

- Perform other tasks assigned or authorized by the Department Director.

3. Mr. Le Dinh Minh - Deputy Director of the Department

Assist the Department Director  in general  management, leadership, direction and operation  ; be responsible to the Department Director and before the law for assigned areas :

-  Directly monitor and direct the implementation of the contents under the functions and tasks of the Transport Management  Department  . Concurrently hold the position of Member of the Provincial Traffic Safety Committee.

- In charge of  Transport Management  Department .

- Monitor and direct localities to perform tasks in the field of state management of the construction industry :  According to the attached list of assigned areas.

- Perform other tasks assigned or authorized by the Department Director.

4. Mr. Vo Ke Thang - Deputy Director of the Department

Assist the Department Director  in general  management, leadership, direction and operation  ; be responsible to the Department Director and before the law for assigned areas :

-  Monitor, direct and coordinate the implementation of contents related to the Khanh Hoa - Buon Ma Thuot Expressway Project.

- Monitor, manage and sign procedures related to projects and  maintenance  works of National Highways  in the former Dak Lak province  (except for the decision to approve bidding plans and payment procedures managed by the Department Director).

-  Directly monitor and direct the implementation of the functions and tasks of the Infrastructure Development  Department   (except for tasks assigned to other Deputy Directors of the Department).

- In charge of  Infrastructure Development Department.

- Monitor and direct localities to perform tasks in the field of state management of the construction industry:  According to the attached list of assigned areas.

- Perform other tasks assigned or authorized by the Department Director.

5. Mr. Le Hung - Deputy Director of the Department

Assist the Department Director  in general  management, leadership, direction and operation  ; be responsible to the Department Director and before the law for assigned areas :

-  Directly monitor and direct the implementation of the contents under the functions and tasks of  the Department of  Architectural Planning ( except for the tasks  directly managed by the Director of  S )  and  the Department of  Housing Management  &  Real Estate Market .

- In charge of  the Department of  Architectural Planning and  the Department of  Housing Management  &  Real Estate Market .

- Monitor and direct localities to perform tasks in the field of state management of the construction industry :  According to the attached list of assigned areas.

- Perform other tasks assigned or authorized by the Department Director.

6. Deputy Director: Nguyen Tan Chan.

Assist the Department Director  in  general management, leadership, direction and operation  ; be responsible to the Department Director and before the law for assigned areas :

-  Monitor and direct  the North-South high-speed railway project  .

- Monitor, manage and sign procedures related to  road maintenance projects and works in the former Phu Yen province ( except for the decision to approve bidding plans and payment procedures managed by the Department Director).

- Monitor and direct  contents related to operations, equitization and organization  of the Interprovincial Bus Station and the Vehicle Inspection Center 78.01S .

- Monitor and direct infrastructure development areas in  the former Phu Yen province, except for the East-West Expressway project (CT23).

- In charge of units:  Road Maintenance Management Board; Interprovincial Bus Station and Vehicle Inspection Center 78.01S.

- Monitor and direct localities to perform tasks in the field of state management of the construction industry:  According to the attached list of assigned areas.

- Perform other tasks assigned or authorized by the Department Director.

7. Mr.  Pham Van Tien - Deputy Director of the Department.

Assist the Department Director  in  general management, leadership, direction and operation  ; be responsible to the Department Director and before the law for assigned areas :

-  Monitor and direct the East-West Expressway Project (CT23).

-  Directly monitor and direct the implementation of the contents under the functions and tasks of the Quality Management Department; at the same time monitor and direct the work contents under the authority of the Center for Planning and Construction Consulting  and  the Center for Construction Quality Inspection and Testing. 

- In charge of Quality Management Department, Center for Planning and Construction Consulting,  Center for Construction Quality Inspection and Testing.

- Monitor and direct localities to perform tasks under the state management of the Construction Industry:  According to the attached list of assigned areas.

- Perform other tasks assigned or authorized by the Department Director.

Dak Lak Provincial Department of Construction
