INTERPROVINCIAL BUS STATION

Article 1. Location and functions

1. Location

- The inter-provincial bus station (hereinafter referred to as the bus station) is a public service unit under the Department of Construction. The inter-provincial bus station has legal status, its own seal and account to operate according to the financial mechanism prescribed in Decree No. 60/2021/ND-CP dated June 21, 2021 of the Government.

- The bus station is under the direct direction and management of the Department of Construction of Dak Lak province in terms of organization and operation, and is also subject to specialized guidance and inspection by other competent agencies in accordance with the provisions of law.

- Transaction name: Inter-provincial bus station.

- Head office: 227 Nguyen Tat Thanh, Tuy Hoa ward, Dak Lak province (Inter-provincial bus station).

- Facility 2: 507 Nguyen Van Linh, Phu Yen ward, Dak Lak province (Nam Tuy Hoa bus station).

2. Functions

The inter-provincial bus station organizes the management, operation, exploitation and provision of passenger transport support services for passenger cars to pick up and drop off passengers according to the provisions of law and the internal regulations of the bus station.

Article 2. Duties and powers

1. Fully implement the provisions of law for bus stations in the management of passenger transport activities by car.

2. Ensure security, order, social safety, fire and explosion prevention, environmental sanitation in the bus station; be responsible before the law for all activities within the bus station.

3. Regularly maintain, repair, and supplement equipment and facilities; disseminate and propagate the law, improve professional qualifications and skills for employees to maintain and improve the service quality of the bus station, strictly implement the State's regulations on bus stations.

4. Sign contracts with transport units in accordance with the law before organizing transport business activities at the bus station.

5. Post the regulations of the bus station and the form of handling according to the signed contract when violating the regulations of the bus station.

6. Manage and apply information from the bus station management software.

Equip the bus station management software and store information on departing vehicles: vehicle information, driver, route information, departure time, arrival time, number of passengers on the vehicle.

Information provided by the bus station is used in state management of transport activities, management of activities of transport business units, bus stations and provided to the police when requested.

Provide login name and password to access the bus station management software to specialized state management agencies when requested.

Update and systematically store information on vehicles and transport business units operating at the station for at least 03 years from the year of completion of work.

Directly implement the provisions in Clause 1, Clause 3 and Clause 4 of this Article or authorize the service provider to do so through a legally valid contract.

7. Be subject to the management, inspection and examination of competent state management agencies.

8. Make periodic reports on December 15 every year and make ad hoc reports on the operation of the bus station as required by the local Department of Construction.

9. Report to the local Department of Construction the unit's regulations on the list, positions and signatures of those assigned to inspect and confirm the transport order.

10. Correctly and fully implement the regulations on bus stations according to the National Technical Regulations on bus stations.

11. Carry out other responsibilities as prescribed in the Road Law, the Law on Road Traffic Order and Safety.

12. Let vehicles depart the station according to the schedule announced by the route management agency.

13. Organize services for vehicles entering and leaving the station; rent out ticket booths (counters) or accept authorization to organize ticket sales; services for vehicles and passengers at the bus station according to the provisions of law; services for renting parking spaces, car parking, fuel stations, electric vehicle charging stations, vehicle maintenance and repair workshops, car washes, garages, etc. and other services at the bus station.

14. Coordinate with local authorities, functional forces and relevant agencies in inspecting and handling violations at the bus station according to the provisions of law.

15. Have the right to refuse to let vehicles depart the station to transport passengers if the driver does not comply with the regulations and rules of the bus station; Procedures for vehicles entering and leaving the station to ensure safety for vehicles operating in the Bus Station.

16. Manage the organizational structure according to job positions, effectively use the number of employees at the unit; implement policies and regimes for employees according to the provisions of law.

17. To carry out assigned tasks, the Bus Station signs or terminates labor contracts with officials and employees at the Bus Station according to the provisions of law. Manage assigned finances and assets according to the provisions of law.

18. Perform other tasks assigned by the Director of the Department of Construction.

Article 3. Financial mechanism

The bus station operates under the financial autonomy mechanism of a public service unit, self-ensuring operating expenses according to current regulations and other relevant legal provisions.

Operating expenses: The unit's revenue is used from bus station service revenue, transportation support services and other services.

Article 4. Asset management and use

The bus station is responsible for using and managing state assets according to current regulations on state asset management at public service units.

Working equipment and means: Equipped and using equipment to work under the autonomy regime, self-balancing revenue and expenditure in accordance with legal provisions.

Article 5. Organizational structure

Bus station leadership: Director, no more than 02 Deputy Directors.

The Director is the head, managing and operating the activities of the Station under the Chief regime, responsible to the Director of the Department of Construction and before the law for all activities of the Interprovincial Bus Station.

The Deputy Director assists the Director of the Bus Station in performing one or several specific tasks assigned by the Director of the Bus Station and is responsible to the Director of the Bus Station and before the law for performing the assigned tasks. When the Director of the Bus Station is absent, a Deputy Director authorized by the Director replaces the Director in managing the operations of the Bus Station.

1. The professional support department consists of 03 departments: Administration - synthesis; Indoor dispatching; Security and order and outdoor dispatching. Each department consists of a Head, no more than 02 Deputy Heads, civil servants and employees. The establishment of professional support departments and the implementation of the number of deputies (units; departments) must comply with current regulations of the State.

- Administration - synthesis department: Advise on administrative management, personnel organization; Rewards, discipline; perform financial accounting, reporting, public asset management; documents, archives and perform other tasks of the Bus Station when requested by the Bus Station's leaders.

- Indoor Dispatching Department: Perform dispatching work at 02 Bus Stations and perform other tasks of the Bus Station when requested by the Bus Station's leaders.

- Security and order and outdoor dispatching department: Perform security and order maintenance; fire prevention, fire fighting, rescue; environmental sanitation; ensure safety for people and property at the 2 Bus Stations. Arrange vehicles to park according to the Station's regulations. Guide passengers in and out of the Station and on the bus; coordinate with the Indoor Dispatching department to sign confirmation on the departure order in accordance with the Regulations; perform other tasks of the Bus Station when requested by the Bus Station's leaders. 2. The appointment, reappointment, dismissal, commendation, discipline, removal from office, retirement and implementation of other regimes and policies for the Director, Deputy Directors, Chief Accountant (in charge of accounting), Heads and Deputy Heads of specialized departments of the Bus Station shall be carried out in accordance with the regulations of the Party and the State and the management decentralization shall ensure the title standards according to current regulations of law.

Article 6. Number of employees

1. Number of employees at the Bus Station

a) Recruitment, use, salary increase, transfer of ranks, appointment of ranks, change of job titles, transfer, commendation, discipline, retirement and implementation of other regimes and policies for civil servants and employees at the Bus Station shall be carried out in accordance with current regulations of law;

b) The arrangement of work for civil servants and employees at the Bus Station must be based on the job position, civil servant title standards, according to qualities, abilities, strengths, ensuring compliance with the provisions of law;

c) Civil servants and employees at the Bus Station are responsible to the Director of the Department of Construction, the Director of the Bus Station, the department leader and the law for the assigned work tasks.

2. The number of employees at the Bus Station is according to the Job Position Project, linked to the functions, tasks, powers and organizational structure of the Bus Station approved according to current regulations of the law. The Director of the Bus Station transfers positions when necessary to suit the actual situation.

Article 7. Responsibilities of the Director of the Interprovincial Bus Station

To organize the implementation of all functions, tasks and powers of the Bus Station according to these regulations; Arrange, manage and use employees and workers in accordance with job positions, professional title standards according to the provisions of law and the actual situation of the unit; manage and use seals in accordance with the provisions of law. Establish professional and technical departments and implement the number of deputies according to current state regulations. Issue regulations on tasks and powers of professional support departments of the Bus Station to ensure compliance with regulations.
