SPECIALIZED DEPARTMENTS UNDER THE DEPARTMENT

1. Department Office
1.1. Position and functions: The Department Office is an organization under the Department, with the function of advising and assisting the Director of the Department in information work, synthesizing and coordinating the activities of the Department according to the work program and plan; internal work of the Department.
1.2. Tasks and powers: Advising the Director of the Department to perform the following tasks and powers:
- Organization of cadres; administrative reform, reform of the public service and civil servant regime; documents, archives; emulation, rewards; administrative management, digital transformation; national defense and security; for the advancement of women; government mass mobilization; democracy at the grassroots level; twinning work with ethnic minority villages of the Department;
- Managing the activities of public and non-public service units within the scope of management of the Department;
- The Chief of Office, under the orders of the Director of the Department, signs regular administrative documents and working transactions, signs copies of legal documents and documents issued by the Department;
- Performs other tasks assigned by the Director of the Department according to the provisions of law.
2. Planning and Finance Department
2.1. Position and functions: The Planning and Finance Department is an organization under the Department, advising the Director of the Department on financial and accounting management, assets; and management of career capital.
2.2. Duties and powers: Advising the Director of the Department on the following duties and powers:
- Report on monitoring and evaluating investment at all stages (from preparation, implementation and completion of the project); practice thrift, combat waste in construction investment management, avoid loss and use investment capital effectively; - Coordinate, advise on the development and implementation of short-term, medium-term and long-term plans for the development of transport infrastructure and road maintenance; allocate detailed capital sources for regular management and maintenance, periodic repairs, emergency repairs, natural disaster prevention funds and some other capital sources for projects invested by the Department of Construction;
- Advise on management and take responsibility for the management of the Department's finances and assets assigned according to the provisions of the current Budget Law and Accounting Law and according to the assignment or authorization of the Provincial People's Committee. Organize the collection and payment of fees and charges; declare and settle taxes according to regulations under the authority of the Department. Advise on the management of regular revenue and expenditure of the agency; check the legality of the Contract, acceptance and contract liquidation records, payment and settlement of capital sources directly managed by the Department.
- Take the lead in advising on the preparation of periodic and ad hoc reports on the State management of the Department in terms of finance, assets and all capital sources assigned for management and use according to regulations.
- Coordinate in advising on the development of internal spending regulations and the use of public assets, take the lead in advising on practicing thrift and combating waste;
- Synthesize reports on the practice of thrift and combating waste in the implementation of internal spending and the management and use of public assets of the agency;
- Advise on the selection of contractors: Submit for approval the contractor selection plan; appraise and submit for approval the bidding documents, request documents, results of contractor and investor selection for bidding packages under projects and procurement estimates for which the Department of Construction is the Investor;
- Advise on decisions under the authority of the Department Director for cases of contractor selection according to the Law on Bidding, including: Appointing consulting and construction contractors related to the fields of planning, investment in construction, repair and maintenance of transport infrastructure; appraising and approving contractor selection results for consulting packages, consulting fees, construction and installation; assigning tasks of management and regular maintenance (BDTX) of provincial roads and national highways under the management of the Ministry of Construction and assigning project management tasks for projects invested by the Department of Construction;
- Participate in the Department's Councils on quality management of road construction works using public funds that have been accepted and put into use, including management of regular maintenance, periodic repairs, and unscheduled repairs for works invested by the Department of Construction;
- Organize the implementation of tasks and powers of the Investment Decision Maker, investor, and specialized construction agency for investment projects in construction of transport infrastructure within the scope of management or decentralized or authorized according to the provisions of law;
- Perform other tasks assigned by the Director of the Department according to the provisions of law.
3. Department of Planning and Architecture
3.1. Position and functions: The Department of Planning and Architecture is an organization under the Department, with the function of assisting the Director of the Department in advising the Provincial People's Committee in state management of urban and rural planning, architecture, urban development, and construction licensing.
3.2. Duties and powers: Advising the Director of the Department to perform the following duties and powers:
- Regarding urban and rural planning
a) Guiding, inspecting and organizing the implementation of regulations on the establishment, appraisal and approval of urban and rural planning, urban design according to regulations; guiding and inspecting the implementation of national technical standards and regulations on urban and rural planning;
b) Organizing the establishment, appraisal and submission to the Provincial People's Committee for approval or advising the Provincial People's Committee to submit to competent authorities for appraisal and approval of urban and rural planning according to the provisions of law;
c) Guiding the organization of the establishment, appraisal and approval of urban and rural planning in the area according to regulations;
d) Guiding, managing and organizing the implementation of approved urban and rural planning in the area according to decentralization, including: Organizing the announcement and publicization of urban and rural planning; managing records of boundary markers, construction boundaries, construction levels; introducing construction sites and technical infrastructure routes; providing information on planning;
d) Building and managing urban and rural planning databases;
e) Organizing the establishment and appraisal according to decentralization and legal regulations on planning in the field of technical infrastructure in the area according to regulations, submitting to the Provincial People's Committee for approval.
- Regarding architecture:
a) Implement and coordinate with ministries and ministerial-level agencies to organize the implementation, monitor, inspect and supervise the quality of architecture in construction investment projects;
b) Organize the establishment of architectural management regulations according to the decentralization and authorization of the Provincial People's Committee; guide the Commune People's Committee in establishing and appraising urban architectural management regulations under the approval and promulgation authority of the Commune People's Committee; inspect the implementation of architectural management regulations after they are approved and promulgated by competent authorities; organize periodic or ad hoc review and assessment of the implementation process of architectural management regulations to consider, adjust or propose adjustments to architectural management regulations;
c) Establish and adjust the list of valuable architectural works according to the decentralization and authorization of the Provincial People's Committee;
d) Build a database, update, post and provide information on organizations and individuals practicing architecture registered to operate in the area.
- Regarding urban development:
a) Advise and assist the Provincial People's Committee in organizing the establishment of urban development programs or appraising urban development programs under its authority; identify urban development areas and implementation plans; identify indicators for the urban development sector in the socio-economic development tasks of the province; organize the implementation of planning, plans, and programs after being approved by competent authorities;
b) Develop mechanisms, policies, and solutions to attract and mobilize resources for investment in the construction and development of synchronous urban areas, new urban areas, policies and solutions for managing the urban development process, urban management models, and encouraging the development of public services in the field of urban development; organize implementation after being approved and promulgated by the Provincial People's Committee;
c) Organize the implementation of urban development investment programs and projects approved by competent authorities as assigned by the Provincial People's Committee, including: urban upgrading programs, urban development programs, projects on developing Vietnamese cities to respond to climate change, national action plans on green growth, smart urban development, urban environment improvement projects, urban management capacity enhancement, urban development investment projects and other programs and projects related to urban development;
d) Organize the implementation of annual urban assessment and classification, propose the organization of completion of urban classification criteria for urban areas that have been recognized as urban types; guide and inspect urban type recognition projects submitted to the Provincial People's Committee for submission to competent authorities for recognition of urban types; organize the appraisal of projects proposing recognition of urban types and submit them to the Provincial People's Committee for decision on recognition of urban types according to regulations;
d) Organize the implementation of annual urban assessment and classification, propose the organization of completion of urban classification criteria for urban areas that have been recognized as urban types; guide and inspect urban type recognition projects submitted to the Provincial People's Committee for submission to competent authorities for recognition of urban types; organize the appraisal of projects proposing recognition of urban types and submit them to the Provincial People's Committee for decision on recognition of urban types according to regulations;
e) Guide and inspect investment activities in construction, urban development, exploitation and use of urban construction land according to approved planning and plans; organize the implementation of urban development investment management according to the provisions of law on urban development investment management, law on construction investment and related laws as assigned by the Provincial People's Committee; guide the management of urban construction order;
g) Organize activities to promote urban development investment; organize mobilization, exploitation and coordination of domestic and foreign resources for investment in construction and development of urban systems in the area as assigned by the Provincial People's Committee; exploit and use and advise the Provincial People's Committee to organize the handover of management in urban areas or organize the implementation when assigned or authorized by the Provincial People's Committee;
h) Monitor, synthesize, evaluate and report on the situation of urban development in the province; Organize the construction and management of the database system, providing information on the urban development situation in the area;
i) Guide and inspect the implementation of legal regulations in the process of granting construction permits;
k) Advise and assist the Provincial People's Committee in managing construction order in the area according to planning, construction design, and construction permits as prescribed.
- Perform other tasks assigned by the Director of the Department as prescribed.
4. Construction Management Department
4.1. Position and functions: The Construction Management Department is an organization under the Department, with the function of assisting the Director of the Department in advising the Provincial People's Committee in state management of construction management, including: Establishing, appraising, approving construction investment projects and managing the implementation of construction investment projects; establishing, appraising and approving construction designs implemented after basic design.
4.2. Duties and powers: Advising the Director of the Department in performing the following duties and powers:
- Regarding construction investment activities:
a) Guiding and inspecting the implementation of legal provisions during the implementation of construction investment activities, including: Establishing, appraising, approving construction investment projects; surveying, designing construction;
b) Managing bidding work in construction activities according to the provisions of the law on construction and the law on bidding in the area;
c) Advise and assist the Provincial People's Committee in state management of the activities of the Construction Investment Project Management Boards in the area established by the Provincial People's Committee;
d) Appraise the feasibility study report on construction investment, design implementation after basic design of the construction investment project;
e) Monitor, inspect, supervise and evaluate the overall construction investment activities under the management authority of the Department;
- Regarding traffic safety: Appraise traffic safety within the scope of management or decentralized, authorized according to the provisions of law;
- Perform other tasks assigned by the Director of the Department according to the provisions of law.
5. Construction Quality Management Department
5.1. Position and functions: The Construction Quality Management Department is an organization under the Department, with the function of assisting the Director of the Department in advising the Provincial People's Committee in state management and law enforcement on construction quality, labor safety in construction, maintenance and safety assessment of construction works during exploitation and use, judicial appraisal in construction activities, management of construction capacity conditions of organizations and individuals and granting construction operation licenses to foreign contractors in the province according to the provisions of law.
5.2. Duties and powers: Advising the Director of the Department in performing the following duties and powers:
- Regarding construction investment activities:
a) Guiding and inspecting the implementation of legal provisions during the implementation of construction investment activities, including: Construction, acceptance, warranty and maintenance of construction works; specialized construction testing and construction inspection; safety in construction; construction contracts; management of construction capacity conditions of organizations and individuals and issuance of operating licenses to foreign contractors;
b) Inspecting the acceptance of construction works in the area according to the provisions of law;
c) Advising and assisting the Provincial People's Committee in organizing the implementation of state management tasks on construction quality, safety in construction, maintenance of construction works; conducting judicial appraisal in the field of construction in the area according to the provisions of law;
d) Organizing examinations, granting, re-granting, converting, revoking construction practice certificates for individuals according to regulations; guiding, inspecting the granting, re-granting, converting, revoking and managing all types of construction practice certificates in the area according to the provisions of law;
e) Granting, re-granting, extending, revoking architectural practice certificates; Recognizing and converting architectural practice certificates for foreigners who have valid architectural practice certificates issued by competent foreign agencies and organizations;
g) Granting, adjusting and revoking construction operation licenses for foreign contractors operating in the area in accordance with the provisions of law;
h) Posting, updating and providing information on the capacity of organizations and individuals participating in construction activities with headquarters in the area (including foreign contractors operating in construction) in accordance with regulations; integrating this information on the electronic information page managed by the Ministry of Construction.
- Performing other tasks assigned by the Director of the Department in accordance with regulations.
6. Department of Economics and Construction Materials
6.1. Position and functions: The Department of Economics and Construction Materials is an organization under the Department, with the function of assisting the Director of the Department in advising the Provincial People's Committee in state management of construction investment costs, construction materials, and minerals used as construction materials.
6.2. Duties and powers: Advising the Director of the Department in performing the following duties and powers:
- Regarding construction materials:
a) Advising and assisting the Provincial People's Committee in establishing, appraising, approving and managing the implementation of local construction materials development programs and plans; plans for exploration, exploitation and use of minerals used as common construction materials in the provincial planning;
b) Managing and organizing the implementation of group II mineral planning (currently planning for exploration, exploitation, processing and use of minerals used as construction materials) approved in the locality in accordance with the provisions of law;
c) Provide opinions on appraisal of investment projects for construction of construction material production works in the area according to regulations;
d) Guide appraisal and assessment activities on: Technology for mining and processing of Group II minerals (currently minerals for construction materials, minerals for cement); technology for manufacturing construction materials; quality of construction material products;
e) Guide, inspect and organize the implementation of technical standards, regulations on occupational safety and hygiene in the activities: Mining and processing of Group II minerals (currently minerals for construction materials, minerals for cement); construction material production;
g) Guide the provisions of law on construction material trading for organizations and individuals trading in construction materials in the area according to the assignment of the Provincial People's Committee;
h) Advise and assist the Provincial People's Committee in managing the quality of construction material products and goods in the area according to regulations;
i) Monitor and summarize the investment situation in mining and processing of Group II minerals (currently minerals for construction materials and minerals for cement), the situation of construction material production by organizations and individuals in the area; i) Develop and organize the implementation of projects, programs and projects to encourage, support and promote the development of construction and transportation mechanical products in the province within the scope of management of the Department.
- Regarding construction investment activities:
a) Guide and inspect the implementation of legal regulations on management of construction investment costs in the area; organize the construction to submit to the Provincial People's Committee for promulgation, promulgation or promulgation according to decentralization or authorization: promulgation of construction material prices, construction equipment, construction labor unit prices, construction machinery and equipment prices, construction machinery and equipment rental prices, construction price indexes, total construction prices, construction investment capital rates within the scope of management (if necessary);
b) Advise and assist the Provincial People's Committee to promulgate economic and technical norms for specific construction works of the locality according to regulations and instructions of the Ministry of Construction;
c) Advise and assist the Provincial People's Committee to formulate and promulgate maintenance and repair norms not included in the list of norms promulgated by the Ministry of Construction and the specialized construction management ministry according to regulations;
d) Implement the notification of information on construction norms, prices, construction price indexes on a monthly, quarterly or annual basis, in accordance with regulations on construction investment cost management to ensure timely response to price fluctuations in the construction market;
d) Guide the work of establishing and managing costs of technical infrastructure services in the assigned state management fields; organize the establishment for submission to the Provincial People's Committee for promulgation or promulgation of economic and technical norms of technical infrastructure services in the area in accordance with the technical process and specific conditions of the locality; advise and propose to the Provincial People's Committee for guidance on the application or use of methods for determining economic and technical norms; unit prices and prices of technical infrastructure services using local budget funds; inspect and supervise the implementation;
- Regarding the management of construction planning costs, urban development, technical infrastructure services in urban areas, urban services, including:
a) Organizing appraisal and submitting for approval of cost estimates for preparation and appraisal related to urban development investment according to decentralization or authorization;
b) Organizing appraisal and submitting for approval of cost estimates for urban public services according to decentralization or authorization; technical infrastructure service prices;
c) Organizing appraisal and submitting for approval of cost estimates for urban and rural planning activities; urban design activity costs, architectural management regulations costs according to decentralization or authorization.
- Performing other tasks assigned by the Director of the Department according to regulations of law.
7. Department of Infrastructure Development
7.1. Position and functions: The Department of Infrastructure Development is an organization under the Department, with the function of assisting the Director of the Department in advising the Provincial People's Committee in state management of technical infrastructure and traffic infrastructure.
7.2. Duties and powers: Advising the Director of the Department to perform the following duties and powers:
- Regarding technical infrastructure, including: Clean water supply (except for rural clean water); drainage and wastewater treatment (except for on-site wastewater treatment; drainage for agricultural production, salt production); parks, urban trees; urban lighting; cemeteries (except for martyrs' cemeteries) and crematoriums; Urban traffic infrastructure; management of underground urban construction; management of shared use of urban technical infrastructure works.
a) Develop plans, programs, targets and policies for the development of technical infrastructure in the area, submit to competent authorities for approval; guide and inspect the implementation after approval;
b) Organize investment promotion activities, mobilize and exploit resources to develop technical infrastructure in the area;
c) Build and manage a database on technical infrastructure;
d) Guide and inspect the implementation of legal provisions on technical infrastructure in the area.
- Regarding traffic infrastructure:
a) Organize the management, maintenance, and assurance of technical standards and regulations of local roads, railways, and inland waterways in operation within the scope of management or decentralized or authorized according to the provisions of law;
b) Organize the management, operation, exploitation, maintenance, and protection of traffic infrastructure in the area according to the provisions of law;
c) Submit to the Provincial People's Committee for decision or decide according to the authority of the management of construction infrastructure within the scope of tasks and powers of the Department according to the provisions of law;
d) Preside over and coordinate with relevant agencies to advise and assist the Chairman of the Provincial People's Committee in deciding on the classification and adjustment of the provincial road system, urban roads, other roads and announcing the load capacity and size limits of bridges and roads under its management authority according to the provisions of law;
e) Submit to the Provincial People's Committee for agreement or agreement within its authority on the contents related to inland waterways for works not belonging to inland waterway infrastructure and activities on inland waterways; grant construction permits on roads and inland waterways in operation managed by the locality or decentralized or authorized according to the provisions of law;
g) Organize the implementation of tasks and powers of infrastructure management: bus stations, parking lots, railway stations, rest stops and ports, inland waterway wharves on roads and inland waterways managed by the locality or decentralized or authorized according to the provisions of law;
h) Submit to the Provincial People's Committee a decision to put the ship-breaking facility into operation, a decision to re-operate the ship-breaking facility, a decision to stop or immediately stop the operation of the ship-breaking facility;
i) Submit to the Provincial People's Committee a procedure to change the name of the dry port according to regulations within the scope of management.
- Regarding traffic safety:
a) Preside over or coordinate with relevant agencies to carry out incident response, natural disasters and search and rescue on roads, railways, inland waterways, maritime, aviation, and handle traffic accidents occurring in the area according to the provisions of law and the assignment of the Provincial People's Committee;
b) Organize the implementation of preventive measures to minimize traffic accidents and traffic congestion; prevent and handle acts that cause traffic insecurity in the area according to authority and provisions of law;
c) Preside over or coordinate with the Provincial People's Committee to organize traffic on the road and inland waterway systems under its management according to the provisions of law;
d) Preside over or coordinate with the handling of sudden incidents at points where traffic accidents often occur, points with potential traffic accidents, ensuring traffic on the road and inland waterway systems under its management or as decentralized or authorized according to the provisions of law;
e) Grant circulation permits for road motor vehicles under its management or as decentralized according to the provisions of law;
h) Submit to the Provincial People's Committee for approval of the area of operation of the submarine; approve the plan to put the submarine into operation and terminate the operation of the submarine according to the provisions of law.
- Perform other tasks assigned by the Director of the Department according to the provisions of law.
8. Transport Management Department
8.1. Position and functions: The Transport Management Department is an organization under the Department, with the function of assisting the Director of the Department in advising the Provincial People's Committee on state management of the field of transport, support services for road transport, inland waterways; railways in the province; driver training; inspection activities of road and inland waterway motor vehicles.
8.2. Duties and powers: Advise the Director of the Department to perform the following duties and powers:
- Regarding means and drivers of means of transport, means and equipment for loading and unloading, specialized construction in transport (except for means serving national defense and security purposes and fishing vessels; except for the task of testing and granting driving licenses for road motor vehicles) and specialized construction technical equipment and devices:
a) Organize the implementation and inspection of technical safety and environmental protection for means of transport on roads and inland waterways in the locality or as decentralized according to the provisions of law;
b) Appraise technical designs in the repair and conversion of means of transport, means and equipment for loading and unloading, specialized construction in road and inland waterways in the locality or as decentralized according to the provisions of law;
c) Organize, inspect the implementation and take responsibility for training, testing, granting, changing, revoking licenses, certificates, and certifications within the scope of management or as decentralized or authorized in accordance with the provisions of law;
d) Submit to the Provincial People's Committee to grant, re-grant, and revoke Certificates of facilities meeting the conditions for business in training services for crew members and drivers of inland waterway vehicles of type 3 or higher as prescribed within the scope of management;
e) Submit to the Provincial People's Committee to decide on approving the plan for dismantling ships and granting Licenses to import used ships for dismantling as prescribed within the scope of management;
h) Submit to the Provincial People's Committee to organize the issuance of Licenses to import maritime flares in accordance with the provisions on conditions for providing maritime safety assurance services as prescribed within the scope of management;
- Regarding transportation:
a) Preside over or coordinate with relevant agencies to implement policies on developing public passenger transport according to regulations of the Provincial People's Committee;
b) Organize and inspect the management of transport activities and support services for road, inland waterway and railway transport in the province according to regulations of law;
c) Guide, inspect the construction and announcement of bus stations, taxi parking lots, pick-up and drop-off points in the area according to approved planning.
- Perform other tasks assigned by the Director of the Department according to regulations of law.
9. Department of Housing and Real Estate Market Management
9.1. Position and functions: The Department of Housing and Real Estate Market Management is an organization under the Department, with the function of assisting the Director of the Department in advising the Provincial People's Committee in state management and law enforcement in the fields of: Housing, offices, real estate market.
9.2. Duties and powers: Advise the Director of the Department to perform the following duties and powers:
- Regarding housing:
a) Submit to the Provincial People's Committee for consideration and approval of the policy on building or adjusting the provincial housing development program and plan and preside over the implementation after approval in accordance with the law;
b) Provide opinions on coordinating the appraisal or presiding over the appraisal of the dossier requesting approval of the investment policy of housing construction investment projects approved by the Provincial People's Committee in accordance with the provisions of the law on investment and the law on housing; Selecting investors for housing development projects in accordance with the provisions of the housing law to submit to the Provincial People's Committee for consideration and decision according to its authority;
c) Consulting and submitting to the Provincial People's Committee for approval of the transfer of all or part of the real estate project in accordance with the provisions of the law on real estate business. Guiding the implementation of legal provisions for project investors in accordance with the provisions of the law on real estate business. Inspecting training activities, fostering knowledge on real estate brokerage, management and operation of real estate trading floors; issuing and managing real estate brokerage practice certificates in the area in accordance with the provisions of law;
d) Developing and submitting to the Provincial People's Committee for promulgation a price framework for renting public housing; a price framework for renting, leasing and selling public housing assets in accordance with the actual conditions of the province; Organize the implementation of tasks on receiving the self-managed housing fund of the Central and the province to unify management and implement the sale of public housing to tenants according to the provisions of law;
e) Participate in pricing all types of houses in the area according to the price framework, principles and methods of pricing all types of houses of the State;
g) Guide and inspect the implementation of housing and social housing construction standards; guide the implementation of classification, sample design, typical design, management and use regulations, warranty and maintenance regimes for houses and social housing in the area;
h) Organize the implementation of the State's legal policies on the development and management of social housing according to the provisions of the law on housing, including the implementation of housing support policies for social subjects;
i) Synthesize and evaluate the situation and results of housing and social housing development in the area periodically every year or upon request, report to the Provincial People's Committee and the Ministry of Construction for synthesis and reporting to the Government; i) Organize periodic investigation, statistics and evaluation of state-owned housing in the area;
k) Organize the construction, management of databases and provision of information on state-owned housing in the area;
l) Take the lead in advising the Provincial People's Committee to organize the implementation of state management of the housing sector in the area according to the provisions of the housing law and perform other assigned tasks or coordinate according to the provisions of the housing law;
m) Organize the appraisal of dossiers for approval of investment policies/adjustment of investment policies at the same time as approving investors as investors for projects to renovate and rebuild apartment buildings not using public investment capital.
- Regarding the real estate market:
a) Develop and submit to the Provincial People's Committee for promulgation mechanisms, policies, and legal documents on development, management of real estate business, real estate market under the authority of the Provincial People's Committee; solutions and measures to publicize and make transparent real estate business activities, real estate market in the area; organize implementation after the Provincial People's Committee issues and approves;
b) Preside over and coordinate with relevant Departments, branches, agencies and units to research, develop, advise and propose to competent authorities measures and solutions to regulate the real estate market and preside over the implementation of measures and solutions to regulate the real estate market in the area according to the provisions of law;
c) Guide the implementation of legal provisions on capacity conditions of investors in housing development projects, industrial park technical infrastructure projects and other real estate investment and business projects in the area; guide the regulations on real estate put into business;
d) Organize the appraisal of dossiers for transferring part or all of new urban area projects, housing development projects, industrial park technical infrastructure projects for the Provincial People's Committee to submit to the Prime Minister for decision or the Provincial People's Committee to decide to allow the transfer of projects according to its authority; guide the inspection of legal regulations in the activities of buying, selling, leasing, and leasing-purchasing houses and construction works in the area;
e) Inspect the training and fostering of knowledge on real estate brokerage, management and operation of real estate trading floors; issue and manage real estate brokerage practice certificates in the area;
g) Take the lead and coordinate with relevant Departments, branches, agencies and units in the construction, management, operation and updating of information on the housing and real estate market information system according to regulations; publish information on housing and real estate market in the area quarterly and annually according to regulations;
h) Take the lead in advising the Provincial People's Committee to organize and implement state management of real estate business in the area according to the provisions of the law on real estate business;
i) Organize the appraisal of dossiers announcing eligibility to mobilize capital through capital contribution, investment cooperation, business cooperation, joint ventures, and associations of organizations and individuals to develop housing;
k) Organize the appraisal of dossiers on transfer of land use rights with technical infrastructure in real estate projects for individuals to build their own houses according to the provisions of the law on real estate business.
- Perform other tasks assigned by the Director of the Department according to the provisions of law.
