In recent times, the province's socio-economic situation has continued to develop strongly, achieving many important achievements in many fields: maintaining political stability; economic growth is quite good; hunger eradication and poverty reduction work has been carried out well; the material and spiritual life of the people has been increasingly improved, social culture has changed towards healthy development, protecting and promoting traditional cultural values in the community of 44 ethnic groups. Security and national defense work has been ensured. The position and strength of the province has been constantly increasing.
Among the province's achievements, there are great and effective contributions from all classes of youth. The major movements launched by the Youth Union in the past term have entered the lives of young people. Reality shows that through activities of studying, working, training, and contributing, the youth of all ethnic groups in Dak Lak today have affirmed their role and position in society. Many typical examples in studying, creative working, production and business... have been recognized by society. The work of the Union has made progress in direction, especially in terms of organization building; solidarity, gathering of young people, and training of cadres.
Through the revolutionary periods, the Party and Uncle Ho always affirmed the important role and position of youth in the cause of building and defending the Fatherland. Uncle Ho once taught: "The prosperity or decline of the country, weakness or strength, largely depends on the youth force". Before passing away, in his Will, Uncle Ho left behind a lot of love for the youth and children and placed his trust in the young generation; hoping that Vietnamese youth would worthily continue the glorious revolutionary cause of the Party and the fine, precious traditions of the nation. He advised our Party: "Cultivating the revolutionary generation for the next generation is a very important and necessary task". Uncle Ho's views on the young generation have shown us the role, position and great revolutionary capacity of the youth.

The draft program of activities of the Association and the youth movement of the province, period 2009 - 2014 has the theme "Youth of all ethnic groups in Dak Lak unite, be creative, integrate, volunteer to build a rich and beautiful homeland". Delegates attending this Congress need to focus on discussing and proposing solutions to implement the key contents of the next term.
In particular, the Association needs to identify propaganda and education as a key, continuous task, the goal of major movements and work programs of the Association, aiming to foster ideals, revolutionary ethics, cultural lifestyle and awareness of law compliance among youth; educate youth according to the Party's ideals while mobilizing social forces to participate in youth education. Regarding the major movements in the Draft Resolution of the 6th Congress of the Vietnam Youth Union of the province, it is necessary to make good use of appropriate and effective forms and methods to bring these movements into the lives of youth.
To successfully implement the common goal set forth in the Draft Resolution of the Congress: Building a truly strong Association that is a broad social organization of youth and member organizations to unite and gather all classes of youth to strive for the cause of building and defending the Fatherland; taking care of and protecting the legitimate rights and interests of youth; encouraging and creating conditions to support youth in establishing themselves and their careers; promoting patriotism, national pride, self-reliance, talent and youthfulness of youth, all levels of the Association need to pay attention to the following issues:
First of all, the Association at all levels needs to strengthen political and ideological education on the basis of constantly cultivating revolutionary ideals and patriotism in the youth, making them proud of the nation's traditions, attaching themselves to society, thereby building great ambitions, striving for the benefit of the people. To do so, the Association must strongly innovate its educational methods; regularly coordinate closely with the government, mass organizations and mobilize social resources to care for, educate and influence the youth.
Focus on educating ideals, ethics, and lifestyles in event activities through programs and campaigns of the Association, typical advanced examples, and important commemorative activities of the country, the Party, the Youth Union, the Association, etc. Mobilize members and youth to actively participate in building a cultural lifestyle, encourage youth to preserve and promote national cultural identity.

Currently, hostile forces continue to exploit issues of democracy, human rights, ethnicity, and religion to undermine and divide the great national unity bloc, in which youth are the target they focus on attracting and seducing. In this situation, the immediate and long-term requirement is that the Youth Union and Association must make every effort to help the Party gather and unite all classes of youth into a solid bloc, forming a generation of elite youth, talented, with strong political will, passionate patriotism, ready to face and overcome all difficulties and challenges, overcome the risk of falling behind in economics, science, technology, and determined to strive to become advanced models in all areas of social life.
Second, make every effort to promote the great potential of youth, create a strong, continuous, comprehensive movement, leading in all areas of social life. The organization and implementation of the Association's programs and campaigns must be flexible with many practical solutions, on the basis of concretizing the movements "5 shockwaves for economic and social development, protecting the Fatherland", "4 accompaniments with youth to establish a career", in order to both care for, support, and protect the legitimate and legitimate rights and interests of members and youth, and promote the pioneering and creative role of youth in building and protecting the Fatherland. Innovate the Association's activities in a specific, practical direction, closely linked to youth, taking activities to care for the needs and legitimate interests of youth as a method of gathering and educating youth.
Continue to promote the volunteer movement that is being responded to by young people and welcomed by society, making the spirit of volunteerism permeate all classes of youth. In particular, young people must always be the leading force in studying, training, actively participating in building a learning society, promoting scientific and technological research, applying it to production and life. Proactively participate in implementing local socio-economic development programs and projects, worthy of being the core force in the process of promoting industrialization and modernization of the country.
Third, Party committees at all levels, authorities, mass organizations and the whole society must pay attention to building a truly strong Youth Union, a truly reliable support for young people, creating all favorable conditions for young people to practice, contribute and mature; especially focusing on strongly innovating and improving the quality of the Union organization, focusing on improving the quality of members, cadres and grassroots Unions. Strengthening the expansion of the solidarity front, gathering young people in specific sectors and fields, diversifying the Union organization among youth classes. Promoting the core and guiding role of the Ho Chi Minh Communist Youth Union and improving the advisory capacity of Union Committees at all levels.
More than ever, the cause of great solidarity of all youth classes in a united front of will and action is a decisive factor, because only by gathering, uniting and promoting youth can we educate, train and foster youth to develop comprehensively to build and protect the Fatherland. Therefore, Party committees at all levels, authorities, fronts, organizations and the whole society must always pay attention to and care for youth and youth work.
