Strive to achieve the goal of opening the route from Cao Bang to Ca Mau
Speaking at the Conference, acknowledging and praising the efforts of agencies and units, Minister Tran Hong Minh affirmed that in the first 4 months of the year, the Ministry of Construction has achieved many positive results.
“One of those results is that the Ministry of Construction has chaired and coordinated with relevant ministries, branches and localities across the country to successfully organize the groundbreaking and inauguration ceremonies of 80 works and projects to celebrate the 50th anniversary of the Liberation of the South and National Reunification,” Minister Tran Hong Minh affirmed, emphasizing that, in particular, the Ministry of Construction has opened to traffic 04 component projects on the North-South route with a length of 221km, bringing the total length of the expressway to 2,242km and the completion of Rach Mieu 2 Bridge.

Thereby, the Minister of Construction requested investors and contractors to continue to work in "3 shifts, 4 teams", completing ongoing projects to achieve the goal of opening the expressway from Cao Bang to Ca Mau by the end of 2025 according to the direction of the Prime Minister, striving for the whole country to have more than 3,300km of expressway in 2025.
To ensure the progress of project implementation, Minister Tran Hong Minh requested Deputy Ministers to focus on directing the removal of obstacles for projects, especially projects on 3,000km of expressway in 2025; Long Thanh International Airport; Speed up procedures, ensure conditions for starting construction of Lao Cai - Hanoi - Hai Phong railway project to ensure starting construction in 2025.
Regarding the issue of standards and unit prices, the Minister requested units to research and refer to international standard systems to develop and apply them appropriately to Vietnamese practices.
The Minister also directed heads of agencies and units to consider disbursement as one of the top political tasks, and to have solutions to promote progress from the field to internal work.
Focus more on building and perfecting legal institutions
At the Conference, Minister Tran Hong Minh also paid special attention to the work of building and perfecting legal institutions. Minister Tran Hong Minh assessed that, in recent times, the system of legal documents continued to be built and issued according to plan.
Emphasizing the upcoming trend of restructuring the apparatus, administrative units and organization of 2-level local governments. Responding to practical changes, the task of the Ministry of Construction is to research and propose amendments to 7 laws, about 30 decrees, more than 100 circulars on planning, construction, and architecture. The Minister requested participating units to be aware that "they are both drafters and users". Laws and legal documents must be easy to read, easy to understand, and truly put into practice.
Removing difficulties and obstacles to promote the implementation of social housing projects
Previously, reporting at the Conference, Mr. Nguyen Tri Duc, Chief of Office of the Ministry of Construction, said that in addition to the outstanding results assessed by the Minister, the Ministry also promptly achieved a number of other bright spots.
Regarding urban planning, architecture and development management, as of April 2025, the country has 900 urban areas, including 2 special-class urban areas, 23 class I urban areas, 37 class II urban areas, 46 class III urban areas, 96 class IV urban areas and 696 class V urban areas. The urbanization rate is estimated at 44.3%.
“In April 2025, the Ministry held 01 appraisal meeting and issued 01 appraisal report on planning tasks; issued 02 appraisal reports and 03 notices of planning project meetings. In addition, the Ministry gave opinions on 17 construction planning projects under the approval authority of the Provincial People's Committee,” said the Chief of Office of the Ministry.
Regarding housing and real estate market management, in April 2025, the Ministry of Construction developed and submitted to the Government a draft Resolution of the Government promulgating the Plan to implement Resolution No. 161/2024/QH15 dated November 23, 2024 of the National Assembly on continuing to improve the effectiveness and efficiency of implementing policies and laws on real estate market management and social housing development; Regarding the development of social housing and workers' housing: Since the beginning of 2025, 15,423/100,000 units have been completed (an increase of 6,320 units compared to March 2025). In April 2025, the Ministry organized working groups to inspect, urge, and guide the removal of difficulties and obstacles to promote the implementation of social housing projects in 11 localities.
Regarding housing support for poor and near-poor households in poor districts according to the National Target Program on Housing Development - Project 5: Currently, 26/26 localities have established and approved the Project with a total of 92,088 households (60,302 newly built households, 31,786 repaired households). Up to now, the provinces have provided support to about 64,352 households (reaching a rate of about 70%), an increase of 7,006 households compared to the 3rd meeting of the Steering Committee.
Housing support policy for people with revolutionary contributions and martyrs' relatives: Up to now, 53 provinces and cities have approved the Project with a total of 36,726 households, equivalent to about 1,460 billion VND in support from the central budget.
Ensure transport capacity and control traffic order and safety well.
Also according to the report at the Conference, the transport work in April 2025 continued to implement effective solutions to ensure transport capacity. Of which, freight transport reached 241.1 million tons (up 16.4% compared to April 2024); the cumulative volume in the first 4 months of the year is estimated at 949.1 million tons (up 14.7% compared to the same period in 2024), of which aviation (+14.5%), road (+15.7%), waterway (+12.1%); Passenger transport reached 486.4 million passengers (up 29.5% compared to April 2024); The cumulative number of passengers in the first 4 months reached 1,880 million (up 19.2% over the same period in 2024), including aviation (+9.7%), sea transport (-19%), railway (+154%), road transport (+18.7%), and waterway (+21%). Passenger turnover in April is estimated at 25.1 billion HK.km, up 16.1% over the same period in 2024. The cumulative number in the first 4 months is estimated at 101 billion HK.km, up 13% over the same period in 2024.
Regarding the work of ensuring traffic order and safety: Traffic accidents in the first 4 months of 2025 (from December 15, 2024 to April 14, 2025): There were 6,328 traffic accidents nationwide, killing 3,475 people and injuring 4,248 people. Compared to the first 4 months of 2024, there were a decrease of 2,274 cases (down 26.44%), a decrease of 235 deaths (down 6.33%), and a decrease of 2,452 injuries (down 36.6%).
In addition to professional tasks, in April 2025, the Ministry promptly issued and actively implemented the Action Plan of the Ministry of Construction to implement Resolution No. 71/NQ-CP dated April 1, 2025 of the Government amending and supplementing the Government's Action Program to implement Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation and many other tasks.
Striving to start construction of runway number 2 of Long Thanh International Airport
At the April work briefing and key task deployment conference for May 2025 of the Ministry of Construction this afternoon (May 8), a representative of the Airports Corporation of Vietnam (ACV) said that the unit is currently rushing to complete related procedures, determined to start construction of runway No. 2 at the end of May or early June.
“The project will be constructed within 12 months, ensuring exploitation along with runway No. 1 when the Long Thanh International Airport project is put into synchronous operation with all items (expected in the first half of 2026),” ACV leaders informed.
More information about the project's construction progress, according to ACV representative, up to now, runway No. 1 has been electrified, "lit up", ready for calibration flights, shortening the progress by 3 months compared to the plan.
For the two connecting traffic routes, route T1 has been basically completed, with 2/3 of the asphalt concrete layer completed in April 2025. Route T2 is accelerating to reach the finish line on September 2.
The aircraft parking package and basic fuel supply meet the required progress and will be basically completed by the end of 2025.
Regarding the hangar (aircraft maintenance building), according to the ACV representative, Vietnam Airlines has deployed the basic design, the specialized agency has completed the appraisal work. Related procedures are being completed, striving to start construction in June.
Vietjet is also implementing parallel design work and selecting a construction unit to speed up the progress of the assigned items.
Currently, package 4.8 is the “critical path” of the project with a large volume of work, more than 20,000 tasks. Contractors are working day and night to speed up the progress. The drainage and technical tunnel (more than 22km long) are expected to be completed by June.
Referring to current difficulties, according to ACV leaders, the biggest challenge for the Long Thanh International Airport project is that construction materials, especially stone materials, have not met the construction progress.
In March and April 2025, the average daily volume of construction stone was only 12,000 m3 while the requirement was 20,000 m3 / day. The reason the construction site was able to maintain construction stone materials was because before Tet, the investor directed the contractor to proactively gather nearly 1 million m3 .
To ensure project progress, the investor proposed that the leaders of the Ministry of Construction give their opinions so that the locality can continue to create favorable conditions and clear the source of materials, ACV leaders proposed.
Directing at the conference, Minister of Construction Tran Hong Minh requested the investor to direct construction units to focus resources, control the detailed construction progress of each item, and meet the basic requirements of completion by the end of 2025.
