Promoting innovation, creativity, and resource mobilization in implementing a circular economy
The plan aims to reduce the exploitation and use of non-renewable resources and water resources by 2030 ; increase the efficiency of using resources, raw materials, and materials; save energy; and strive to achieve targets on efficient use of resources (land, water, and minerals) equivalent to leading ASEAN countries.
The capacity of power plants from biomass and solid waste sources by 2030 will reach 2,270 MW, equivalent to 1.5% of the total capacity of power plants. The proportion of renewable energy in the total primary energy is expected to reach 47%. Achieving savings of 8-10% of the total national energy consumption.
Extend the life of materials, equipment, products, goods, components and structures; limit waste generation and minimize negative impacts on the environment: The rate of collected and treated solid waste in urban areas reaches 95%; the rate of collected and treated solid waste in rural areas reaches 80%; the rate of treated solid waste by direct burial compared to the amount of collected waste is reduced to less than 50%.
At the same time, focus on and enhance the economic aspect, increase benefits, promote innovation, creativity and mobilize resources in implementing the circular economy: Models of efficient use of natural resources, reuse and recycling of waste, production and business models applying the circular economy are built, replicated and developed appropriately for each industry, field, region and at each level; form and develop new, sustainable value chains associated with high added value, creating many new jobs through applying the circular economy; strongly attract resources from green credit, green bonds and other legal resources for investment projects in developing the circular economy.
By 2035, realize an inclusive circular economy associated with innovation, creativity, high competitiveness, economic prosperity, environmental sustainability and social equity; Vietnam becomes one of the innovation centers, providing technology, equipment, products, services and mobilizing investment capital for the circular economy in the ASEAN Economic Community (AEC).
Contribute to the successful implementation of goals and targets on efficient use of resources, environmental protection, climate change response and sustainable development by 2035 and subsequent stages in Party documents, strategies, policies and laws of the State.
Perfecting technical standards and regulations to encourage the implementation of circular economy
One of the tasks and solutions of the Plan is to raise awareness, knowledge, skills and develop good practices on implementing circular economy, including communication, training, dissemination of knowledge and laws on implementing circular economy; integrating educational content on circular economy into educational programs at all levels and grades; building and operating a platform to connect information and share data on applying circular economy models.
Build and perfect institutions and policies, improve the effectiveness and efficiency of state management in implementing circular economy. Organize the development and promulgation of action plans, integrate circular economy into strategies, planning, plans, programs, and projects for development and waste management of ministries, ministerial-level agencies, and localities.
Improve legal regulations, standards and technical regulations to encourage the implementation of circular economy.
Support the formation and development of markets for goods and services related to the circular economy.
The plan also sets out the task of supporting the promotion of the application of circular economy in production, business and consumption activities. This includes supporting the implementation of ecological design to meet the criteria of circular economy; supporting the application and development of circular economic models in production and business.
Promote innovation, apply digital technology, environmentally friendly technology, and best available techniques to implement circular economy; support the formation and development of markets for goods and services related to circular economy.
Promote circular economy implementation in consumption activities, ensuring consumer rights.
Strengthening waste management to implement circular economy. In particular, piloting, replicating and developing waste management models towards circular economy; promoting investment and supporting waste management to implement circular economy.
Priority sectors and fields to implement circular economy by 2035
According to the Plan, priority sectors and fields to implement circular economy by 2035 include: Agriculture, Forestry and Fisheries; energy; mineral exploitation and mineral processing; processing and manufacturing industry; chemicals; construction; transportation; services and tourism; waste management; development of urban areas, concentrated residential areas; industrial parks, industrial clusters, concentrated production, business and service areas.
The Ministry of Natural Resources and Environment shall preside over and coordinate with ministries, ministerial-level agencies, and provincial People's Committees to implement the National Action Plan; coordinate with ministries, ministerial-level agencies, and provincial People's Committees to develop, promulgate, and submit to competent authorities for promulgation policies and frameworks to guide action plans for implementing circular economy in sectors, fields, and localities; develop and promulgate frameworks to guide the application and assessment of circular economy implementation.
